Subject: COD WEB SITE ACCESS – Action Required for May 5, 2013 Login Changes for COD Web Site Users

As explained in a January 25, 2013 electronic announcement and a March 8, 2013 electronic announcement posted to the Information for Financial Aid Professionals (IFAP) Web site, we are implementing a change in how authorized users access the Common Origination and Disbursement (COD) Web site.

We are implementing the COD Web site access change in two phases – the first phase, enrollment for the COD Online Service, began in March 2013. The second phase, change in COD login process, will occur May 3-5, 2013. The COD Web site access change applies to all schools, including foreign schools.

As a reminder, all COD Web site users must be enrolled for the COD Online Service and have an FSA User ID and password to access the COD Web site beginning on May 5, 2013. All COD Web site users who have not yet enrolled for the COD Online Service or do not have a registered FSA User ID must act promptly. For complete information about COD Online Service enrollment and FSA User ID registration, see the March 8, 2013 electronic announcement. After May 5, 2013, COD Web users who have not enrolled for the COD Online Service and do not have a registered FSA User ID will no longer be able to access the COD Web site.

IMPORTANT NOTE: Enrollment for the COD Online Service must be completed through the Student Aid Internet Gateway (SAIG) Enrollment Web siteThis is a required step for all COD Web site users even if a user currently has access to the COD Web site.

In this announcement, we provide information specific to the implementation of the new COD login process in the following order:

  • New COD Login Process
  • COD Web Site Users Associated with Multiple Schools (including Third Party Servicers)

New COD Login Process

Beginning May 5, 2013, authorized users will log in to the COD Web site using an FSA User ID and password as well as the six-digit password generated by the user’s Two-Factor Authentication (TFA) token. Users will no longer use their previously assigned COD User ID.

To access the COD Web site under the new process, an authorized user will:

  1. Click on the Login button on the COD Web site home page.
  2. Read and accept the Federal Student Aid Privacy Act Acknowledgement and Rules of Behavior described in a February 6, 2013 electronic announcement. The user mustclick on the Accept button to proceed to the Login page. These screens will be presented every time a user logs in to the COD Web site.
  3. After the COD Login page appears, enter the user’s FSA User ID and password.Note: For the FSA User ID and password to be authenticated for COD Web site access, the user must be enrolled for the COD Online Service via the SAIG Enrollment Web site. Previously assigned COD User IDs will no longer be accepted.
  4. After the FSA User ID and password are authenticated, enter the one-time password generated by the user’s TFA token.
  5. After the user’s information is validated, the COD Welcome page will open. For COD Web site users associated with multiple schools, more information is provided in the next section.

COD Web Site Users Associated with Multiple Schools (including Third Party Servicers)

If a user is associated with multiple schools, he or she will be presented with a User Role List page before the COD Welcome page displays. The User Role List page will list the user role for each school currently associated with the user. After the desired user role/school is selected, the user will be taken to the COD Welcome page associated with that user role/school.

A user will have the ability to change from one user role/school to another without having to log out and log back in again. To change user roles/schools without logging out, the user will click on the User tab in the blue banner bar along the top of the COD Web page and then click on the User Role List link to see the user role list and choose a different user role/school. A pop-up message will display to inform the user that he or she is choosing a new user role/school and the appropriate COD Web screens will change based on that change in user role/school. To confirm the change to the new user role/school, the user will click the “Yes” button.

Important Reminder: Each COD Web site user associated with multiple schools will continue to be responsible for ensuring that he or she correctly identifies the school for which the user is working, completes COD Web site actions for only that school, and then returns to the User Role List page and selects a different school before beginning a new school’s work.

Special Note about COD Online Service Enrollment for COD Web Site Users Associated with Multiple Schools (including Third Party Servicers)

As noted earlier, COD Web site users must be enrolled for the COD Online Service and have an FSA User ID and password as outlined in the March 8, 2013 electronic announcement. Each user associated with multiple schools must enroll for the COD Online Service for each school for which COD Web site access is needed. However, the user will only have one FSA User ID for the login process. For example, if a user is associated with five schools, the user will need to complete the enrollment steps five times, but will use the same FSA User ID and password to log in to the COD Web site.

In addition, if a school uses a third party servicer, but also has school users that need access to the COD Web site, those school users must enroll for the COD Online Service via the SAIG Enrollment Web site as outlined in the March 8, 2013 electronic announcement. The third party servicer cannot complete the COD Online Service enrollment process for the school users.

COD Batch Processing Suspension and Web Site Outage Information

To install the additional COD System functionality, we will suspend COD batch processing beginning at 8:00 P.M. (ET) on Friday, May 3, 2013. Records submitted after this time will be held and processed after 2:00 A.M. (ET) on Sunday, May 5, 2013.

Note: All actual disbursements with a disbursement date from May 3, 2013 through May 5, 2013 must be received by the COD System no later than 9:00 AM (ET) on Friday, May 3, 2013, and subsequently accepted by the COD System, in order for them to be included in the drawdown prior to the outage. Disbursements submitted by the deadline but not subsequently accepted, disbursements submitted after the deadline, and disbursements with a disbursement date after May 5, 2013 will be processed and funded after the outage.

In addition, between 8:00 P.M. (ET) on Friday, May 3, 2013 and 2:00 A.M. (ET) on Sunday, May 5, 2013—

  • Users will not be able to submit or retrieve data via the COD Web site.
  • Users will not be able to access the COD Reports area of the COD Web site.
  • An individual will not be able to complete any actions or view loan correspondence via the StudentLoans.gov Web site.
  • An individual will not be able to complete any actions via the TEACH Grant Web site.

Note: The COD System will undergo routine maintenance on Sunday, May 5, 2013 from 5:00 A.M. (ET) until 11:00 A.M. (ET). During this period, batch processing and Web site availability will again be impacted.
